Rulings this prototype follows

  1. Every group-level “not today” (staff at approval, staff “Defer groups…”, customer partial decline) becomes a Draft “{name} (Deferred)”. It has no expiry, never auto-declines and stays attached to its WO. Later approval adds to that WO, or makes a new WO if it’s closed.
  2. Whole-quote declines stay Declined. “Bring back” copies like Duplicate (current pricing).
  3. Customer Deferred quotes stay approvable in the portal (“Saved for later”), listed after other quotes, never primary. Staff-made ones aren’t pushed until staff send them.
  4. Tab badge counts Pending only. “Available for this vehicle” = same vehicle + location, all time.
  5. Approve / Defer lives in the quote page and the WO-tab approval window, not the Quotes-list window. “Authorized by” + method is optional and becomes notes.
  6. Convert to Quote (Requests) creates an attached Draft, one group per request, opening the v2 quote. A closed WO gives an unattached draft. The legacy page is gone.
  7. The WO total preview is exact (real fee / discount / tax rules), shown on staff, link and portal.
  8. WO-side defer: line by line. Lines stay when they’re on any non-cancelled PO, received, have logged time, are warranty, or are in the cart. Stock holds are released. Paid WOs are allowed with an overpayment warning. A WO history record is written.
  9. Technician Notes: every named group has a Customer-facing note (prints on invoice/quote, online link, portal) and an Internal note (never leaves the shop; DVI findings live here). Anyone who can view edits Internal; Customer needs edit and locks when the WO is Locked/Closed or the quote isn’t a Draft. Notes carry through convert, merge (appended below a divider), duplicate and defer. An identical note is never pasted twice.
